I HAVE just received the enclosed telegram from Hillier. In view of the dangers of delay, to which the telegram refers, I venture to hope that it may be considered expedient to cable instructions to His Majesty's Minister at Peking to associate himself with his American, German, and French colleagues in a joint protest against the action of the Chinese Government in thus flagrantly disregarding the Hakuang international agreement of the 6th June, 1909.

Telegram received from Peking February 1, 1910.
IMPERIAL edict has been issued, instructing Yuchuan-pu to note applications received from native capitalists for concessions Hupeh section Hankow-Canton Railway, Hankow-Szechuen Railway. Foregoing ignores agreements concluded 6th June. Failure to protest promptly will probably result in concessions definitely given to native capitalists. Deutsch-Asiatische Bank, Banque de l'Indo-Chine, W. D. Straight are telegraphing similarly.
